India, the seventh largest country in the
world, consists of 29 states and seven union territories. The Constitution of India is one of the
largest written and complex constitutions in the world. The Constitution of
this country contains both the Central Government and the President on one side
and the State Government and the Governor on the other.
ASSEMBLY ELECTION :
The assembly election by which the cabinet of each state is
formed for five years. The cabinet acts
as the legislature of a state. Members of the legislature are elected by the
people of each state who have attained 18 years of age, and the members of this
legislature are known as MLAs. The member
of assembly elect the Chief Minister who will be the Chief of the state for the next five years. A leader
elected by a majority of the members of state assembly, appointed by the Governor as the Chief
Minister to form the State Legislative Assembly and the State Council of Ministers. Constitutionally, the Governor appoints the
Chief Minister as the leader of the majority party in the Legislative Assembly.
Nevertheless, in practice, the Chief Minister is the acting head of a state. He
is the top leader directly elected by the people. According to the Constitution Governor has to
act accordingly and he has to abide by the decisions of the cabinet even though
the governor has special powers in many cases.
Out of 294 seats in 2016, AITC has a total of 211, CPMs 26, INC 44, BJPs 03, AIFB 02, RSPs 03, GOJAMs 03, and others 02. The Trinamool Congress won 211 seats and formed a cabinet headed by Hon'ble Mamata Banerjee .There is 83% of the total votes cast in the Assembly elections at that time. The National Election Commission (NEC) has announced that the 2021 Assembly elections will be held from March 27, 2021 to the eighth phase.
COALITION MINISTRY :
It is often observed that in cases where a
single political party does not get a single majority, many political parties
come together on a compromise basis to form a cabinet where the Chief Minister
does not have a single power.
THE
NATIONAL ELECTION COMMISSION:
The National Election Commission which was formed on 25 January 1950 to conduct various elections to the Parliament and the Legislative Assembly of India. It is a constitutional autonomous body operating under the Ministry of Law and Justice, Government of India. The Headquarters of National Election Commission is Delhi. The Election Commissioner of state, Kolkata, is originally appointed by the Chief Election Commissioner for performing the assembly election of state peacefully. The Chief Election Commissioner appointed by The President of India for the period of 2 years but this term may be extended or reduced by The President of India in consultation with the Union Cabinet. The Election Commission plays a significant role in conducting elections.
Currently the
2021 West Bengal Assembly elections are significant in many ways because the first Trinamool Congress came to power in 2011 after defeating
the long left government in 2011. Since then they have won again in 2016
through various actions of the Trinamool Congress. The BJP-led cabinet in the central government and
this BJP government is in power in various states of India. Incumbent West
Bengal Chief Minister Mamata Banerjee has attacked the central government on
various issues and said the BJP will not win in West Bengal. In such a situation, there seems to be a rift
between the various projects of the Central Government and the various projects
of the State Government. It has been
observed that the Prime Minister himself and various heavyweight ministers and
other responsible ministers of various departments have been directly involved
in campaigning for Assembly elections in different parts of West Bengal, so the
2021 Assembly elections are very important not only in West Bengal but in India. Finally
